Advocating for human rights

REDii is formed by a group of international professionals dedicated to the defense of Human Rights. Together, from various disciplines, contribute to the achievement of REDii's mission.

FELIPE NITSCHE

flag CEO

Chilean, Biotechnology Engineer, dedicated to international cooperation for development on refuge, migration and forced displacement issues in Latin America and Africa. Specialist in Sustainable Livelihoods and Education processes for Global Citizenship with a gender perspective. He has carried out specific studies in Human Rights in the IIDH (San José, Costa Rica and Bogotá, Colombia), Education for Peace in the Pontificia Universidad Javeriana under the direction of the EFP (Canada). He also has studies in Formulation and Evaluation of Projects at the Pontificia Universidad Católica de Chile, Results-based monitoring and evaluation at the University of the Witwatersrand (South Africa), humanitarian market analysis in the Humanitarian Leadership Academy, UC Davis and Technological Innovation for sustainable development at École Polytechnique Fédérale de Lausanne. With more than 10 years of experience in different NGOs such as Jesuit Migrants and Refugees Service, América Solidaria Foundation and Techo, he is currently working as Livelihoods international consultant.

Lawyer and Public Notary by the Faculty of Law of the National University of Asunción. Master in Protection of Human Rights from the University of Alcalá de Henares, Madrid. Diploma in "Human Rights and Fair Trial" by the University of Chile. Graduated from the "Course on Inter-American and International Systems for the Protection of Human Rights" organized by the Inter-American Commission on Human Rights (IACHR), American University Washington College of Law, the Human Rights Center of the University of Texas and the Inter-American Institute of Human Rights (IIDH), as well as the "XXXIII Interdisciplinary Course on Human Rights Effective Security with a Human Rights Approach" organized by the Inter-American Institute of Human Rights (IIDH). She has also completed the course on Public Policies in Human Rights, taught by the International School of the Institute of Public Policies of MERCOSUR (IPPDH).

Lawyer by the Faculty of Law of the University of Buenos Aires (2008). Master in Social Sciences with mention in Gender, Society and Public Policies (FLACSO-PRIGEPP). Teacher of the couses of International Public Law and International Humanitarian Law in the Faculty of Law of the University of Buenos Aires. Researcher in projects related to the analysis of standards of validity of the human rights of migrants for UNICEF, UNFAP and ECLAC. Between 2012 and 2018 she worked in the Commission for Integral Assistance and Refugee Protection and Refugee Petitioner of the National Ombudsman's Office - Public Ministry of Defense of the Argentine Republic, where she currently works in the General Coordination of Programs and Commissions.

BELÉN VÁSQUEZ

Professional specialized in security, defense, armed conflicts and communications with more than 9 years of experience. Degree in Political Science from the University of Buenos Aires (2008) and candidate for Master degree in International Relations, by the same University, with training in project management, cooperation and international law acquired through post-graduate courses (Universidad Tecnológica Nacional, Universidade Federal de Santa Caterina and Universitat de Barcelona, respectively). She has served as Officer in Politics and Defense at the Center for Strategic Defense Studies of UNASUR (2012-2019). Previously, she was Policy Advisor of the Vice Minister of Defense of Argentina (2008-2010), the Directorate of the Airport Security Police (2010-2011) and the National Defense School (2011-2012). She has been Professor since 2009 in the course "Security and Defense: a look from the perspective of Public Policies" (UBA) and since 2018 in "Introduction to the knowledge of Society and State", having taught at the University of San Martin, University of Belgrano and the Higher Academy of Penitentiary Studies, between the years 2010-2013.

Degree in Social Work from UNA and UCR. Master's Degree in Human Rights Education from CREFAL; and candidate for Master in International Protection of Human Rights, Public Policies and Sustainability of the University Alfonso X el Sabio de Madrid España (UAX). She has developed specific studies on human rights in the IIDH, the IDH Court, CEJIL, the Americas Network on Nationality and Statelessness, the IOM, Amnesty International, UMCA, UNACHI, CNDH, CDHDF, Berg Institute of Europe and Europause Akademie Otzenhausen from Germany, where she has also lectured on human rights of women and education in human rights. She has extensive experience in community work, development of social research projects and promotion and education in human rights projects. She has worked in inter-institutional coordination networks to address different issues, such as: gender equality, prevention of domestic violence, human rights of minors, migrant population in vulnerable condition, access to justice. She has worked in the IMAS, the UCR, the PANI and currently in the Ombudsman of the Republic of Costa Rica, where she serves as head of the Regional Headquarters.

She is MPA in Energy and Environment from Columbia University (2015). She works as an energy consultant for governments and state-owned enterprises and private companies, addressing issues of strategy, management, public policies, regulation and transformation worldwide. She worked for the New York State Energy Agency (NYSERDA), Barclays, Empire Clean Cities and was a research assistant for the Columbia Global Energy Policy Center. She has been recognized by the Department of Energy of the United States, the MIT Energy Initiative and the Clean Energy Ministerial. She is member of the MIT Innovation Competition Jury. Before specializing in energy, she worked in Argentina as a legislative advisor and public policy analyst and was Head of the Foundation for Sustainable Development. She has a degree in International Studies from Torcuato Di Tella University (2004) and post-graduate studies at the London School of Economics (2008).

Activist in the defense of the Human Rights of people with disabilities and development of Universal Accessibility. Founder and President of the Non-Governmental Organization Fundación Equidad y Accesibilidad PcD. Technician in Industrial Electronics, Industrial Mechanics, Electricity and Automotive. He is also an educator and lecturer on the rights of people with disabilities. Pensioned by Disability regime of the Costa Rican Social Security Fund.

ELVIRA VIÑAS

Professor in Basic Education and Lawyer from the National Autonomous University of Mexico. Master on Criminal Sciences, specializing in Criminal Legal Science. Between 1993 and 2019 she worked as an Advisor, Director, Trainer, Special Prosecutor, Officer of the Public Ministry in areas of regional control, criminal proceedings, protection, international affairs and in the Deputy Attorney General specialized in Investigation of Organized Crime. She participated in the investigation of serious crimes and high-impact homicides, drafting of legislative projects in the area of justice, security, human rights, obligations of transparency and access to information, as well as in the reports of the Mexican State to international organizations in these issues. She has multidisciplinary training in clandestine graves, human trafficking, cybercrime, forced disappearances, victim assistance and human security. She has taught at the National Open and Distance University, Universidad Latinoamericana and Universidad Itaca. She is currently a Prosecutor in Retirement by the Attorney General's Office of the Republic.
